For Australian PR, which test should I take, the PTE Academic or the PTE General?

Unlike in IELTS, PTE has no distinction of academic and general. Pearson as an official organiser of PTE names it PTE academic for their own reasons. To answer your question, you are supposed to write PTE academic test for the purpose of Australian PR.

NO you won't be penalized. It just looks at your knowledge of the language and doesn't test for your accent as they realize you are a non-native speaker.
