What is a solution to the "Not Allowed to Load Local Resources" problem in PHP?

The problem is probably because of the slashes used, try with D:\vid\mov\ (use backward slash instead of forward slash), also do check the permissions for the file, is it read only, read-write etc. Hope it helps!

it is charge for online course or not?
