The angular momentum of a bound electron is quantized because the electron's motion is fully determined by the unique quantum state corresponding to that orbital but the angular momentum of an unbound electron is not associated with any kind of spin. So, it moves by itself through space and Its velocity can be anything less than the speed of light.
