Hello,
This answer can be very long, but I will keep it short. The process starts while you're in your 12th grade.
1. Start looking for good Colleges/Universities with providing a Degree in Automobile Engineering in your 12th grade. (IIT/AIEEE/UPTU/VIT/BITS/IPU etc.)
2. Look for the entrance examinations application dates and apply for the exams.
3. Give entrance exams; these exams generally happen after your 12th board exams
4. If you manage to score a good rank, take admission and there you go!!.

It depends where do you want to go. If I talk about Canada, there are many excellent universities which do not require a GMAT/GRE score for admission. They need a good IELTS score(minimum 6.5 overall) and an outstanding academic record for entry.
P.S. I have also applied for various universities without GMAT/GRE in CANADA.
