The only reason was to divide and rule. India's viceroy started this from Bengal based on religion since he knew that Bengal was becoming the strength of Indian unity. If they could break the unity of Indians in Bengal based on faith, they could set an example for India, so they started dividing Hindus and Muslims in Bengal.
