Electrons are part of atom .and these electrons always revolve around the nucleus just like earth revolve around sun 🌞.and there exists some  force between electrons and nucleus and so nucleus holds electrons in it orbit and the number of electrons present around nucleus depends on atomic number of element which means it depends on number of number of protons present inside the nucleus.   It is just like force of attraction between poles of magnet where there exists attraction between+be and -ve pole just like that in any atom attraction between postive charged protons and negative charged electrons exists.
