Is Oracle Forms is a front end tool? How much it is useful for back end (Database) professional?

Oracle forms is a front end tool/UI (user interface), which can be used to view/modify and sometimes create data into the backend. Its not for Database purpose unless you want to do any of the above mentioned operations.

What are the difference between Oracle Forms and Apps Forms?

Oracle Forms: The one which can be run on the desktop. We can also create our libraries, triggers and can run on desktop. There are two versions of form , 6i and 10g. If we are running oracle forms 10g into desktop application then we need OC4J (oracle container for java) instance, but if we are working on oracle forms 6i, then the same is not required. Apps Form: In order to create apps form we need to first download Template.fmb (std oracle template) from $au_top. Template.fmb contains std libraries, triggers, canvas, Object groups which supports only in oracle apps environment and we can not run this form on desktop application.
