Can singing classes start from the age of 4 if the kid can speak very properly?

Ji jarur...jitne kam umar se sangeet ki talim hogi utni achhi he....agar bachha achhe se bol pata he....kabhi kabhi achhe se na bol pane bachhe achha gate hain
