Steps:
a) Have a clear goal in mind - which skill/skills you want to develop and why?
b) Read up on those skills online (trusted websites/recommended books)
c) Join a class or a course, e.g., if you wish to develop your communication skills, it will help if you join a course on the same, it will make you concerned and disciplined.
d) Start using those skills in your everyday life - personal or professional.
e) Last but not least, never forget to upgrade your skills from time to time (read up, join a new course online or offline etc.)
