The problem with Excel is that each step is easy, so it’s a bit like Lego. So very few people put in the effort to master what is a large and sophisticated set of tools, with a dozen different modes of operation. Thus, nearly every spreadsheet is awful and financial regulators are worried that they will cause the next financial crash; some say they created the last one. A real Excel Expert is someone who can make it quickly do the things that are needed, knowing syntax is less important than the more in-depth knowledge of how things can be best achieved in Excel. Excel development is much more of a real-time thing; an expert knows when to prepare out a quick sheet and when to build something resilient and is skilled at extracting from users what they want without a formal specification. A top-rate expert knows when to use MSTO to bring it more up to date and has the wisdom to know when to leave VBA and XL4 macros well alone and just patch. One would be defined as an expert. A reasonably smart person can learn any feature of Excel just like Python, SQL or any other tool. What distinguishes an expert from someone who has merely used something a lot is their ability to make the right decisions. That’s what one would look for when selecting people to recommend.
