Hey there, You can say that because Microsoft Power BI provides SQL compatibility with many flavours but SSRS is much more compatible with SQL as compared to Microsoft Power BI.

No, Power BI also has it's version of SSRS reports also. You can host ssrs reports in Power BI Report Server also. Power BI Paginated Reports is upgraded version of SSRS reports
