For example, if an atom has 6 electrons in its outermost shell, it is energetically much easier to gain 2 electrons than to lose 6. Therefore, its valency is 2.

Because Oxygen needs exactly two more electrons to complete its octet (reach 8) and become a stable atom, its valency is 2.
