The best way to learn fluent English is to follow Daily English Newspapers and listening to good preferably foreign news channels such as BBC, CNN and others. A good vocabulary is also developed by reading quality literature and keeping an English dictionary (preferably pocket).
But please note unless you practice nothing having a good vocabulary and stronghold over the language will help. So, start practising, if you are shy at the start, start practising looking at the mirror when you are confident enough start practising among your close friends and relatives. You can also create a small club among friends and fixed an hour to practise English; you can also put a token penalty for every non-English word spoken.
