Well, the most effective way to be fluent in speaking English would be to practice speaking itself. The skill of fluency can only be adequately attained by constant practice. The major obstacle you might face here would be a lack of vocabulary, and for that, you may either read books/articles or, better yet, watch your favourite English movies with the subtitles switched ON. It helps you gather up vocabulary, its usages and even a bit of style/accents too. The most important idea here would be to pick up words and start using them. Yet another way would be to try chatting with/texting your friends in English. It helps if you don't have anybody physically present to speak in English near you.
