When two non-metals react with each other, they can not donate electrons; they share pairs of electrons. This type of bond between 2 elements is called a covalent bond. E.g. hydrogen has 1 electron in its outermost orbit, and chlorine has 7 electrons in its outer orbit. By sharing one pair of electrons, chlorine completes its octet and hydrogen duplet.
