In most cases, increasing the temperature causes the molecules of a substance to vibrate and increases the space between them, which is why liquid form tends to be less dense than the solid form. However in the case of ice when it freezes it crystallizes into a rigid lattice, the hydrogen bonding effect causes the opposite to occur. In liquid water each molecule is hydrogen bonded to approximately 3.4 other water molecules. In ice each molecule is hydrogen bonded to 4 other molecules. This creates gaps in the structure and reduces density.
