While multi-threading in Java, when do you use "synchronized statements" instead of "synchronized methods"?

It's synchronized block. When you require to out lock over method or object then go for synchronized method. Sometimes we required only small portion of method to be locked,then use synchronized block

When the whole functions need not be locked for multiple threads, but only few statements need to be locked for multi threaded environment

Is synchronized keyword necessary, in Java, if everything that is modified in a function is local to that function?
No, it is not required if you make sure whatever parameters are updated/modified will be done as atomic references/operations. Atomicity is an alternative to syncronizatiom.
