If Node.js was created to allow using JavaScript for server-side code, why was nothing created to allow using PHP for client-side code?

you can ask offical PHP team. you can go to php.net and click help and ask them this questions. They will be able to help you out.

If by client-side you mean web applications, then browser understands javascript and not PHP which is why we can not run it on the browser.
