I have progressed in HTML and CSS. Codeacademy lines up JavaScript as next, FreeCodeCamp lists JQuery as next. Which is the best next step and why?

First learn about JavaScript as it is baseline for jquery. When using jquery, you need JavaScript everywhere so JavaScript need to learn before jquery.
