Viscosity is resistance offered to the flow of liquid. To understand it more clearly think of it, that a block is moving on a rough surface due to which block experience's friction. Now apply the same methodology but this time think of "two fluid layers" one is moving faster than other and due to which other fluid layer oppose it's motion hence it experience's resistance in flow and this is what we call viscosity.
