Just you need a MAC Machine, XCode to Start App. Latest and best Language is Swift language and while it comes to Database for local you can use Coredata(preferable) / SQlite.

Latest development tool xcode 9.2 is required which supports latest programming language Swift 4.0 . For storing data core data framework is being used nowadays rather than using sqlite.
