Should marks be affected on handwriting in exams?

Handwriting is not primarily factor to determine Exam marks.but illgible and Poor handwriting negatively effect on scoring if the content of answer is unclear and cannot understand by examiner.

marks should primarily be based on the accuracy and clarity of the content, not solely on the quality of handwriting.
