Cognitive development is the same as Intellectual development which means development through a repetitive process and thus learning the how to respond in that situation. Which means, how will I react when someone throws cold water in winters on me? I'll run away because I have learned that cold water in winters is undesirable and I will shiver. So the mind will react accordingly, giving signals to run.
