You can contact your exam body (IDP/British Council) with appropriate reason, as per availability in your city, they can rechedule it but they may ask for a suporting documents for the reason.
For Entire test recheduling, you have to provide the supporing documents that you are not able to deliver the test & you have to pay Rs. 3000 to Rs. 3200 as rescheduling charge. They will reschedule your test on next available date with your confirmation.
