If someone says "I know the language but I don't know how to speak that language" it means that the person knows almost nothing of that language. If one has a class daily for 1 hour for 6 months, one can expect to speak some sentences. The immersion theory is a must. Finally, the inclination for the language and the time devoted matter most, apart from a good teacher who knows well both English and French. In India, most of the French teachers don't know English well. They learn French for 2 or 3 years and start teaching it. One must know the flow of the source language and the flow of the target language in order to teach well. Mental progress is like learning how to ride a bicycle.
