It depends on how you'd like to have the sound heard, and easiness for recording. But yes, you can.

It isn't necessary. You generally do it only for mic'ing. And like Godwin, you can experiment with the sound if you have a hole in your bass drum resonant head. If you were to play jazz though, it's better to have a closed head. Helps the sound be more contained and reverberant.
