Use heavyweight, textured paper like charcoal or pastel paper (e.g., 100--160 gsm).

You can use a variety of papers, but textured papers like newsprint, sketch paper, or drawing paper are best for charcoal drawings. They allow the charcoal to adhere better and create more interesting effects.

The charcoal will not 'grab' to the paper as easily as with rougher paper, but that also means that it's very well suited for working with erasers. An example of smooth drawing paper that works well with charcoal, is Bristol paper. Personally I also love to use charcoal on watercolor paper.
