It depends upon the amount of efforts a person is ready to put in. If u keep on drawing on a daily basis you can get the hang of basic techniques in a week or so. After that everything depends upon detailing. And understand ing details is a long process you learn while practicing over a long time.

It depends on your practice.Understand the basic. Start with simple baloon figures. Then concentrate on detailing.
