Depending on the age, one can teach drawing to a kid in numerous ways. As a mentor, your constant encouragement and observation will motivate them to learn more. Provide them with the required time and tools so that their drawing needs are not limited.
You can incorporate drawing in their play-time. You child should not feel drawing as a burden so, never force him into it. Sit with him when he draws and discuss the shape of objects that he observed before he starts to draw. You can also get a drawing book and tools to let him experience.
It all depends on his/her interest. As soon as they learn how to hold a crayon you can give them a paper to scribble. Normally, 15 months to 3 years is a perfect age.
