You can always download Visual Studio Code (Lightweight editor) or Visual Studio 2017 Community edition and use .NET core. Community edition is completely free for self learning and for small corporations with less then 1 million revenue - these licensing terms may change - so read and comply, even for larger corporation, it will still be free for self learning. read less
