The concave mirror is also known as a converging mirror.
When you light the torch, the bulb acts as a source of light, and it emits light in every direction. But when you apply a concave mirror, it blocks a significant part of light by reflecting it at a particular direction which is usually concentrated at the centre of the forward beam. Hence we get a parallel beam.
