For learning English, there are many good tutors and online sites from where you can learn the usage, its' ascent, grammatical mistakes but to be a proficient speaker environment is very necessary. Don't be demoralizing if you don't have the environment. Engage your classmates, friends nearby and motivate them to speak English.One idea i am telling you that i have done in my college days id to talk randomly to customer care numbers of any thing that you are using and try to speak in english, you will get into practice as you get the reply same in english. one thing more things needs time so don't loose your patience ..keep on trying till you are fluent in speaking . Best of luck ..try it sometime
