IP is used for routing and it is decided in network layer or layer 3 in the OSI model.2.5 is packet defining structure and encapsulation that carries layer 3 on top of it but carried by layer 2.Thats why Multi-protocol layer switching is a 2.5 protocol just rely between them.ATM use it
