What is safe - If you force computer to go off without closing all running process,application and services. Any of them can stuck or crash than and there. Also, if anything was open and not saved you will lose it. So now, depends, why you are doing it.... if there is any emergency - just turn it off without thinking even a second, you can always get windows installed in 1 hours. :)

How do I see what updates are installed on my PC?

It can be due to mouse failure or sometimes due to heavy loading of pages in your system /crashes , and do check the mouse pad if it is hard for rolling this kinda problems happen, i often face problems like this so i do have mini external mouse spare for avoiding problems (always have one for emergency use) .
