I have a domain name now, and I want to update some HTML files on it. Can I associate it with an AWS instance without using elastic IP in AWS?

Yes, you can do that. Actually the best way of hosting domain in AWS is without attaching Elastic IP. Elastic IP is used for some specific purpose.
