If the larger number is under x, then it is a horizontal ellipse. If it is under the y then it is vertical.

It is inside the circle, because (-3.5)2+(4.5)2 is less than 49. that means if you put the point on the left hand side of given equation, and the value becomes less than the right hand side, then the point is inside.
