It is inside the circle, because (-3.5)2+(4.5)2 is less than 49. that means if you put the point on the left hand side of given equation, and the value becomes less than the right hand side, then the point is inside.

If Sum of squares of X co-ordinate and Y co-ordinate is less than 49 then,then the point will lie within the circle.Clearly in the above question it is less than 49 hence the point lies within the circle.
