In a broad concept where ever potential difference there will be current is flow That means current is potential diference divided by opposition result electron flow. Metal wire is a low resistive conductor so produce considerable amount of current flow in low voltage difference But in the case medium air it is considered as its dielectric capacity about 30kv/cm So conduction through air possible at higher voltages result in to lightning Briefly where ever voltage difference result charge flow By Sankerps read less
