As the effective nuclear charge increases (size decreases) nucleus tends to attract outermost electrons more effectively. On moving left to right on periodic table, electronegativity increases while it decreases on moving from top to bottom.

because each atom has concentrated nuclear charge at center, if the effective nuclear charge is more atom try to attract electron density due to this phenomenon atom shows electronegativity . as the effective charge increases, electronegativity is also increases.
