Steam will produce more severe burns than boiling water because steam has more heat energy than water due to its latent heat of vaporisation.

Steam produces more burns as it is in a vapour phase. When water vapourises it requires heat. So a boiling water has more heat but not as much heat as steam. Steam is vapour and boiling water is in process of becoming steam.
