A beggar , a thief, a smuggler and a gambler are not considered workers as they do not work or are not engaged in any productive economic activity which may contribute to GDP of the country.

Beggars, thief, smuggler, gambler are not called workers. They are consumers. They consume unearned properties, goods & do not produce any goods & services to be valued in market at current price rates.
