I have no job experience, but I am skilled and qualified from the CCNA and CCNP with good command over both. Are these better than Network+ and A+ certifications? Why?

Network+ and A+ certifications are basic requirements just as i can put it across Fundamentals for any Technical course if you have good skills and hands on experience than you can skip N+ & A+ ( But recommneded to do for Basic understanding of Networking and Hardware components ).
