Why does the C code printf ("%x",-1<<-1); output ffffffff while printf ("%x", 1<<-1) outputs 0?

its shift operators left and right, so its changing the binary value of 1 either it is 1 or -1

the behavior of both statements is undefined. Undefined behavior means, from C perspective, both programs are indistinguishable from a program that divides by zero or overruns a buffer or increments the same variable twice: anything can happen. If something is printed, it is garbage.
