Yes. This can be done by using the #if, #else, and #endif preprocessor directives.

No. file inclusion will happen during preprocessing stage itself. You can use #ifndef, #define preprocessor for conditional compilation.

Header files are included only at compile time. So yes we can define which header file you want to include. Although, you cannot use them as a program statement as they're preprosessive.
