you can do so.but making it is a quite tough.there is no native support but some advancement has been given later and also it has very poor GUI.if you are interested then you need to add some windows header file like 'windows.h' and many more

Yes you can.The entire Windows API was written in C language, and it's entirely possible to write full-featured Windows applications in C
