I m a student pursuing b.tech in c.s.e. I don't have a great command on neither c nor cpp. As my second year will be starting soon I want to ask whether I should start preparing for second-year courses or first get command on the basic languages?

C is not a pre requisite for learning cpp. It does help you in wriying further programs in c. If your programming fndamentals are correct you can get command on cpp. C or cpp which one to learm first is your decison.

Go first with C language with good basics. Its the basic. you can learn it easily with simple logic and good practice. Later you can develop other OOPs language, web based etc.

Both the preparations can be done simultaneously. Apart from tuitions , there are also some really good books which can help you with your basic programming skills, whether its c or cpp.
