Actually, in GB accent it is sometimes pronounced and sometimes not. Mostly when a consonant follows r, it is not pronounced, but when a vowel follows it, then it is.
E.g., Car becomes Caa; the park becomes pa:k
Similarly when you have a link in 'R,' i.e. 'R' connecting two words then also the same rule applies if followed by a consonant not pronounced and if by a vowel then it is.
Eg: Car Park= Caa pa:k
Car Alarm = Car Ala:m
But in American accent 'R' is pronounced. Car is pronounced as Car only.
