IELTS is just one test of its kind, there are many good alternates that he can choose from. Before now, PTE is a good competitor - make sure it’s accepted by his institution before applying for it. TOEFL could also be a good choice if he wishes to go with Northern America as TOEFL is specifically a well-recognized exam in this region. Some of the countries he can apply without any such English language proficiency tests such as the UK, Singapore, Dubai, France, Poland, etc.
