No, electrons are not present inside the nucleus as positive and negative charge combination makes atom electrically unstable. But in case of beta ray emission,electrons are emitted only when nucleus of an atom undergo Radioactive decay. It was emitted by neutron i.e., β- decay. Don't mix atom structural arrangement and radioactive decay phenomenon both are entirely different.
