A person with B.Ed get both PGT & TGT?? And how me make a PGT and TGT

You must complete. BEd also a post. Graduation with M. Phil is must to teach post graduate students

A B.Ed.Degree holder with graduation is TGT(Trained Graduate Teacher) where as with postgradution is PGT(Postgraduate Trained Teacher)

Graduation with B.Ed = TGT, You can apply for primary and upper primary classes; Postgraduation with B. Ed = PGT, You can apply for secondary and higher secondary classes
